Recreation Fee Assistance

The City of Belleville offers recreation fee assistance to help residents participate in municipally operated programs and services, regardless of income. This support makes recreation more affordable for individuals and families who may otherwise face financial barriers.

Program Details

Fee assistance provides a subsidy of 25%, 50% or 75% off program fees based on household income. Subsidies are available for eligible programs and expire on June 30 each year.

Eligible programs may include:

  • Children’s summer camps, holiday camps and PA day camps
  • Group swimming lessons and aquafit (full session registrations)
  • Group skating lessons
  • Health and wellness programs and workshops
  • Special interest programs and workshops
  • Session passes, drop-in activities and facility memberships
  • Gym, swim, skate and Workout Studio visits

The following are not eligible for subsidy or discounted rates:

  • Private, semi-private and low-ratio lessons
  • Personal training sessions
  • Extra hours, program materials, manuals and exam fees
  • Specialty add-ons not part of core programs

How to Apply

To apply for recreation fee assistance:

  • Complete the recreation fee assistance application online or call 613-966-4632 to request a form.
  • Following submission of application, you will receive an email with follow up instructions and how to book an appointment.
  • You will be contacted within 10 business days to confirm your appointment.
  • Bring the required documentation to your appointment.

What to Bring to Your Appointment

Bring the following for all household members 18 and over:

  • Photo identification showing current address (or a photo ID and a separate document with your address)
  • Proof of income for everyone in the household, such as:
  • Canada Revenue Agency Notice of Assessment
  • Ontario Disability Support Program statement
  • Ontario Works statement
  • Support payments
  • Canada Child Tax Benefit statement (if claiming dependent children)
  • Proof of residency (e.g., property tax or mortgage statement, rental agreement)

Reapplying

If you have applied before:

  • Complete a new application online or in person.
  • Submit your application and supporting documents at the Quinte Sports & Wellness Centre. An appointment is only required every other year for reapplication, unless address or other pertinent information has changed.

How Subsidies Work

Once approved:

  • The subsidy is applied to eligible program fees, according to the approved rate (25, 50 or 75 per cent off).
  • You may register for eligible programs at the discounted rate without applying again for each program.
  • Fee assistance is valid from July 1 to June 30 each year and must be renewed annually.

The program uses the Low Income Cut-Off (LICO) thresholds set by Statistics Canada to determine eligibility.
